Can I track time on page?

Yes. Time on page tracking is available on all accounts, at no extra cost.

Our JavaScript tag can measure how long a visitor actually spends looking at a page, and report it back as an average per page, plus groupings that bucket visits by how long they lasted. It measures visible time, so time spent with your page in a background tab isn't counted.

There's nothing to switch on. If your pages run our JavaScript tracking, they're already measuring it.
